When the cultural rights of the citizens and the economic safety of migrant residents were seriously challenged against the interest of the Supreme Court, the assumed authority by the states to decline the instructions of the Federal government initially gave liberty to people in their economic activities. As stated by historians like Bancroft, the development of nullification process strengthened and reached at the peak by 1833, when President Jackson was openly opposed by Governor Hayne of South Carolina against a new bill introduced in the Senate for imposing heavy excise duties on States to support the national banking for fiscal stability (71-72). Following this, the succeeding governor of the state, Mr. Calhoun reassured the importance of the State’s policies to stand against the Federal laws. Â

Opportunities are the plus point for our organisation, but threats are not good for our organisation, thats why we need to knows the threats and devise strategies against the threats. In my assignment I will mention and explain here threats and organisations strategy in globalisation. Benefits of Globalisation Increase in Opportunities The opportunities for people increase by a large amount as the there is availability of large number of industries and resources. Globalisation makes more job opportunities for peoples this also opens the way for many people to moving abroad. Altimetry immigration rates increase as well. Thus it can say that this is the chance for many people to grow their economical and social life. For example, increase development in BPO sector in India there is more opportunity is now available for Indian public. competitive advantages for coca-cola company: An advantage of firm  has  over its competitors, allowing it  to generate greater sales or margins and/or  retain more customers than its competition.  There can be many types of competitive advantages including  the firms  cost structure, product offerings,  distribution network and customer support. For example, Pepsi is continually trying to maximize profits, minimize losses, and gaining more market share. Competitive advantage makes coca-cola stand out from its strong competitors such as Coca-Cola. Economies of Scale: If countries can specialise in certain goods they can benefit from economies of scale and lower average costs, this is especially true in industries with high fixed costs or that require high levels of investment. The benefits of economies of scale will ultimately lead to lower prices for consumers. For example, in UK the 10,000 mobile is made by 100 people and the cost of production is came 100,000 while in China same people make 50,000 mobile with same production cost. Challenges of Globalisation POLITICAL: In the overseas country you want to examine political policy for that organisation, which is coming from outside of their country because if the policy is rood and not in favour of good business environment, we cant expand our business in that country. We want also know the political stability of that country. Because if the government is working with other political parties, means in a situation of hung parliament they cannot taking decisions freely because of different thinking and different opinion. In this situation we want to change our strategies and change the country for our business. EXAMPLE: In India Enron project of UK established in west Bengal. It was a very big project. But because of internal politics project was stuck-down and company has got very big loss in very short time. After that they have left the project. Thats why we need to examine political stability and their behaviour for business environment. CULTURE: Culture is a main thing for every organization in the world. Like, dislike, different thinking, different languages, different food, different environment and different body structure Organization has to set their business in different condition. So they want train their employee, or select the employee of that country who are used to from it. EXAMPLE: In Pakistan their religious did not allow their women to wear fashionable cloths so the manufacture of fashion cloths are suffer for running their business successfully in Pakistan. DIFFERENT GOVERNMENT SYSTEM: Its a matter of low. Low about the tax, low about the income, and low about the government policy should be permanently. The relationships among these positions are designed graphically in an organizational chart. The best organizational structure for any organization depends on many factors including the work it does; its size in terms of employees, revenue, and the geographic dispersion of its facilities; and the range of its businesses. As per globalisation there are mainly two structures are present. This structure is as: Divisional structure Matrix structure Network structure Mainly global company is use divisional structure for the organisation. There are two types of divisional structure means that the division is done by two different methods as, product division structure and geographical division structure. In product structure the division is done be product wise while in geographical structure the division is done by global region wise. But in general all structure has chairman, CEO, president, managers, etc. are in a proper manner which help organisation or company to achieve their goals. Based on net revenue, PepsiCo is the second largest food beverage business in the world which uses geographical structure. Within North America, PepsiCo is ranked (by net revenue) as the largest food and beverage business. Geographical division Structure Organizations that are spread over a wide area may find advantages in organizing along geographic lines so that all the activities performed in a region are managed together. In a large organization, simple physical separation makes centralized coordination more difficult. Also, important characteristics of a region may make it advantageous to promote a local focus. For example, marketing a product in Western Europe may have different requirements than marketing the same product in Southeast Asia. Companies that market products globally sometimes adopt a geographic structure. In addition, experience gained in a regional division is often excellent training for management at higher levels. From above structure of PepsiCo, inc. we can see that division is done in geographical region. At the top of the structure the chairman, president and CEO is president. And at the bottom of structure there is a different department like HRM, Finance, Manufacturing and Marketing. The person of bottom line has to report at the top persons. The compliance committee is responsible for managing Pepsi-Colas compliance program, using issue resolution strategies and making recommendations to support them. The Chief Compliance Official and Vice President, lead the Pepsi-Cola compliance program, and chairs Pepsi-Colas compliance committee. The compliance is broken down into four sub-committees. These subcommittees include: Anti-trust- which focuses on the organizations sales; Safety and Environment- which focuses on operations, fleet, plants, and the personnel that staffs them; Human Resources- which primarily relates to labour issues and employment; Finance- which encompasses all financial integrity, recent overlay of Sarbanes-Oxley, and the requirements that has been placed on the company. PepsiCo Procedures Ensuring Ethical Behaviour PepsiCo is committed to strict corporate standards to ensure accountability for the company actions. This is evident by the many corporate governance standards in place. The processes and policies that are in place include the Amended and Restated Articles of Incorporation, Audit Committee Charter, By-Laws, Compensation Committee Charter, Corporate Governance Guidelines, Disclosure Committee Charter, Nominating and Corporate Governance Committee Charter, and the Policy for Audit, Audit-Related and Non-Audit Services. The Amended and Restated Articles of Incorporation states the guidelines of the incorporation process regarding PepsiCo Inc. This includes the proper name of the company; that the company is to have perpetual existence; the official address; and the purpose of the organization being incorporated along with the product description as stated by North Carolina law (PepsiCo Inc.,  2010). The Audit Committee charter is the charter that handles the financial governance. It is made up of independent directors that have expertise in financial literacy, which guide and monitor the financial reporting and accounting policies of the company (PepsiCo Inc., 2010). The next area of governance is the company by-laws. The by-laws are the rules and procedures the company uses to run the company. These by-laws also document the expectations of the shareholders, officers, and directors of the company and the rights and power of each position (PepsiCo inc., 2010). Along with setting the rights and pow ers of the executive branch of the company is the need for monitoring and setting policies on compensation; therefore, the compensation committee charter was put into place. This committee is made up of entirely independent directors (PepsiCo Inc., 2010). It is important to implement successful ethics and compliance guidelines in any organization. PepsiCo utilizes compliance committees and guidelines which help to take the guesswork out of building risk reduction and setting forth standards of the highest ethical standards to ensure that the organization is running at optimal effectiveness comprehensively. These committees helps the organization to also meet unique ethics and compliance requirements that delivers sustained growth through empowered people acting responsibly and building trust. Question 2 Recommendation and Regulation of Corporate Governance Corporate governance is a set of relationship between a companys management, its board, its shareholders and other stakeholders. Corporate governance provides a structure in favour of organisational objective, means they can set the structure with objectives and they can monitor the performance as well. Good corporate governance should provide proper incentives for the board and management to pursue objectives that are in the interest of the company and shareholders and should facilitate effective monitoring, thereby encouraging firms or companies to use resources more efficiently. Corporate governance means The system by which companies is directed and controlled (Cadbury report, 1992) Implement a suitable recommendations and regulations in an organisation for the organisational objectives. The Cadbury committee has four recommendations for good corporate governance. The responsibilities of directors: The primary objectives of the Directors of the Board of Directors (the Board) of General Motors Company (GM or the Company) are to: 1) identify individuals qualified to serve as members of the Board and, where appropriate, recommend individuals to be nominated by the Board for election by the stockholders or to be appointed by the Board to fill vacancies consistent with the criteria approved by the Board; (2) develop and periodically review and assess a set of corporate governance guidelines applicable to the Company and make appropriate recommendations to the Board for adoption and, where appropriate, modification of such principles; (3) oversee an annual evaluation of the performance of the Board; (4) recommend to the Board the compensation of directors; and (5) perform a leadership role in shaping the Companys corporate governance practices and provide oversight with respect to its corporate governance conduct. The case for establishing audit committee: The purpose of the audit committee is to assist the General Motors board of directors in its oversight of the integrity of GMs financial statements, GMs compliance with legal and regulatory requirements, the qualifications and independence of the external auditors and the performance of GMs internal audit staff and external auditors. The committee shall: Independently and objectively monitor the effectiveness of GMs financial reporting process and systems of disclosure controls and internal controls; Review and appraise the audit process of GMs external auditors and internal audit staff; Provide for open, ongoing communications regarding GMs financial position and affairs between the Board and the external auditors, GMs financial and senior management, and GMs internal audit staff; Review GMs policies and compliance procedures regarding ethics and legal risk; Oversee the preparation of the Audit Committee Report for the annual proxy statement (to the extent applicable); and Provide periodic status reports to the Board. The principal responsibilities of auditors: Discuss with management and the external auditors the annual audited financial statements and quarterly financial statements (to the extent applicable) prior to filing. The main aim was improvement of corporate governance in UK. They add some new provisions which effect to shareholders, directors, auditors and company Secretaries. Area of discussed was- corporate governance, continuing obligations and the financial information. The Turner review was published in 2009.The points were risk free remuneration policy, increase the independence of risk management functions and none executive directors required a skill and time commitment to effectively perform their role. The Talloires Declaration :: French History Essays

The Talloires Declaration The Talloires Declaration was born in Talloires, France in 1990 at a conference attended by presidents and chancellors from universities around the world. They believe universities have a duty to take care of the land in order for it to be sustainable and support future generations. The intention of the creators was to find a way to incorporate environmental sustainability in all aspects of educational institutions. They came up with the Talloires Declaration which is an official statement comprised of ten how-to steps to create sustainability. It is supported by universities around the globe who want to incorporate sustainability and environmental literacy in the classroom, in research, in system operations, and in outreach programs. The claim of the Talloires Declaration is â€Å"University leaders must initiate and support mobilization of internal and external resources so that their institutions respond to this urgent challenge.† Already more thanthree hundred university presidents and chancellors from over forty countries have signed the declaration and have incorporated sustainability into their universities by following the framework set by the ten steps. To understand the Talloires Declaration, one must know what sustainability is. The dictionary definition of sustain is â€Å"to keep going: prolong.† Environmental Sustainability is a way of using resources so that they are not depleted and it is a way of living that uses environmental methods such as recycling, solar panels, and little use of resources. In universities across the globe, sustainability has not been incorporated in everyday campus life and this has caused concern about the environmental impacts of those institutions. Each of the ten steps of the Talloires Declaration is open for individual interpretation by each university. The creators purposefully wrote the steps this way because each campus has its own circumstances and environment. These guidelines ensure that universities follow through with sustainability because they motivate and inspire the establishment of a better world. It is good that the same steps are followed by all the universities, that they are dedicated to creating a sustainable future, and that they are held accountable for their actions. The first step of the Talloires Declaration is to spread the word of sustainability and the ways to develop it at the university.

Thinking in Early Adulthood-Post formal Stage

From the standpoint of developmental psychology, there have been several different sets of theories regarding the process of thinking in early adulthood. While the majority of sources hold consensus that the development of thought processes within human beings is complete in adolescence, there are also theories that a stage of cognitive development lies beyond the conventional wisdom to include what is commonly referred to as a post formal stage, which, simply put, involves the human mind processing thought beyond logic and being able to critically analyze, evaluate various options, and choose an option based upon analysis (Arack).In this essay, the question of whether or not the post formal stage exists will be answered. To begin, an irony occurred to the researcher in the consideration of the answer to this question itself, and that irony is the fact that in order to be able to answer the question, the ability to analyze various pieces of information on their merit and develop an o pinion/answer to this question seems to indicate the existence of post formal stages in itself.If everything past adolescence was acted upon based on what was formed in the mind up to the time of adolescence, it is doubtful that this essay would have much substance at all. Going beyond the theoretical, however, the researcher will now justify the assertion that post formal exists. The very essence of the human experience indicates that post formal is something that plays a vital role in human development, from birth to adulthood and into old age.This is evidenced by the fact that many people find themselves changing their opinions on a virtually endless number of topics and situations as their life experience increases, outwardly defeating the idea that we are on a sort of psychological auto-pilot once adulthood approaches and that the mind at that point is merely a clearinghouse for thoughts, with no ability to change thought processes.Another key consideration and evidence of post formal existence are the many examples of people who learn skills and pursue additional education late in life, which would be impossible if the mind were not able to embrace new ideas and information, referred to by those who are advocates of the existence of post formal as â€Å"shifting gears† (Arack). In closing, both from the standpoints of example and academic research, there is sufficient evidence to support the existence of post formal stages. While many of the complexities of the human mind may never be understood, this seems to be something that can be objectively proven.

It seems like a normal day in her little village, until two shady men come and take her and all the young girls around the same age as her from their families. She is terrified and is scared of what may come next. The man repeatedly compliments her on her beauty and touches her silk soft skin. Crying only makes things worse and makes the man very angry. He hits them and calls them bad names as a punishment. Its been days since they took us, and has only given us little amounts of water to stay some what hydrated; and no food.This feeling is so surreal and this stuff actually does happen, beyond what people may think they know women and kids are being taken. In the article Enslaved in America by Tina Frundt it explains how typically Americans look the other way when they see prostitution but, neglect that these girls 50 percent of the time are forced into the Sex Traffick ing lifestyle. On the other hand Brenda Zurita’s article Legalization or harm reduction of prostitution and sexual trafficking writes about the government and the Sex trafficking laws says a different story.Sex Trafficking is illegal in the United States but why is there girls forced out of their homes and into this modern day slavery still occurring. In Bruce Kennedy’s Would legalizing prostitution help the US economy, it explains in simple terms how much one difference will create safer jobs and bring it much needed money to our economy. Which brings me to my next point; Prostitution should be legalized for those who want to retire in this way of life. It will have a positive effect on the economy bringing in billions in taxable income.In the increasing epidemic with Sex Trafficking; Tina Frundt, explains why this is truly a big issue worldwide. With this crime being unrecognized to a certain degree as it should in the shadows its really happening. The purpose of thi s article is to help understand the reasons â€Å"why. † Truthfully when I think of this topic I think of all the girls overseas who are being taken from their homes. As Frundt explains this is not only my opinion; most people have the same thoughts and are in the blind that this happens so close to home too. Not everything is said out to be the way it really is.All the bliss and publicity that the â€Å"pimps† is point blank ridiculous. â€Å"Young people use â€Å"pimp† in everyday conversation: â€Å"my ride is pimped out,† â€Å"your clothes are pimping. † They do not understand the reality behind the term. (Frundt)† This is a subliminal message about Sex Trafficking, the word is so powerful that it is misused and now taken for what it really is. Sex trafficking victims live in a cold, heartless, mistreated, and world full of violence. Raped and beat on the daily bases is only the least of these victims’ worries.Finding a way to e scape and lead a different life is the biggest and hardest goal to acquire. How are these victims found if they aren’t ever missed of even looked for? A promise for a better life, a good job and a new start is how many people end up in these types of situations. Having such a personal intake of Sex Trafficking, Frundt’s article is an essential piece that I find necessary to write about in my research. Unlike Frundt who shares a very particular share in Sex Trafficking, Brenda Zurita speaks from a point where anyone can understand more broadly.When the demand for prostituted people exceeds the available supply, women, children and sometimes men are trafficked in to meet the demand (Zurita). Children and women are usually the two that are easier to manipulate by letting them know what they want to hear. Often they are showered with gifts and affection that leave them wanting more. Than to keep an even tighter leash threatening comes to play, captors threaten their lives and the lives of their families. Which often leave victims to scared to leave to keep their families safe.The US government opposes prostitution for the reason that it is dehumanizing and harmful for people. Sex trafficking is what should be the center of focus. Trying to stop something that is known today, as â€Å"Modern Day Slavery† cannot just be stopped all together. In this case, and at the time former president George W. Bush stated that work in this field is not legitimate and should be not tolerated for humans of any sort. By legalizing we are creating a safer environment for those who chose this way of life.Traffickers often beat, humiliate, and torture their victims and can ultimately lead to murder. Pimps and traffickers, in order to make a profit, cater to their customer’s desires and supply prostituted people to fulfill their fantasies (Zurita). The legalization of Prostitution reduced the need for Sex Traffickers. Bruce Kennedy is all for the legalizatio n of prostitution, in my opinion it provides an economical relief. From the time that I can remember the US has been struggling with money. By legalizing this it brings in an outstanding 18 billion in taxable income from the sex industry.Although crime rates seem to stay the same, legalizing creates a better environment for those women who choose this life style. It brings better working conditions and makes it safer by not having pimps abuse their â€Å"hoes. † The challenge that seems to be faced is all the crime that would still happen. Technically pimps watch over their girls and make sure the guys they leave with are safe and will return the girls back accordingly. Without this it is expected that more kidnappings and murders are to be committed.A nights earning is expected to be around 500$ a night which attracts the criminal industry. The message and the information that I acquired from (Frundt), (Zurita, 2013) and (Kennedy, 2012) are essential to creating a strong res earch paper. They are all statistically inclined and include different examples of different situations that will help me outline my paper. Since Frundt’s article is the strongest of the three I plan on strategically planning out her experiences in a way that will coherently compare it to the others.Being a woman, myself I feel like I have a stronger connection with my topic because I could be categorized as well as other girls my age in the range how the Pimps choose their girls. I could not imagine myself in the position that hundreds of girls find themselves everyday. Spreading awareness on the topic is the way people are going to be more involved with the stop of Sex Trafficking. This is where the nightmare started. The swine flu was given that nickname due to the transfer of the virus from pigs to human. The Swine is considered as a type of an influenza disease. Influenza is a disease that people usually catch at least once in their lifetime. The influenza or the flu was a deadly disease in the past, but now there are the proper vaccinations and medications to fight it. Swine Flu is an extremely contagious disease and it easily spreads from one person to another whether it was through exhaled air, sneezes, coughs, or even shaking hands with an infected person or a person who has touched an infected object. When doctors or experts talk about influenza they argue that its not a serious disease, but on the other hand it affects the bodys immunity and makes it vulnerable to bacterial and viral attack. Its believed that the H1N1 is transferred the same way the regular influenza is. Newspapers, magazines, and TV newscasters are constantly babbling about the swine flu, and it has taken the lead on every front page. The question here is: is swine flu worth all the attention its getting on the media, on the street posts and on the TV channels? Or is it just as so called a propaganda and another way for a money grab? The answer can be explained in many ways. To start off, the swine flu is caused by an influenza of the classification A. Influenza A has the subtypes that include viruses HIN1, H1N2, H2N3, H3N1, and H3N2. The viral strain H1N1 is the virus that spread in the flu pandemic of 2009. Those who are having swine flu sometimes cough without covering their mouth, or washing their hands afterwards. Thus, the virus easily spreads on the objects surfaces that the infected person touches which include: door handles, keyboards, mobiles, remote controllers, etc It is believed that a virus survives on a hard surface for about 24 hours and on a soft surface for 20 minutes only. The Celvapan vaccine is taken in two doses, three weeks apart. At the time being, vaccinations are available only in the US and Europe since developing countries cannot afford to produce their own vaccines. An important thing to take into account is to whom The Swine can be deadly and very dangerous to. The Public Health Agency of Canada claimed that mainly, people who are aged fewer than 65 years are supposed to take the vaccination since the swine virus is more likely to affect nonelderly people because those who are older than 65 years seem to have natural immunity for swine flu. Moreover, pregnant women should be immunized straight away as The Swine seems to target pregnant women, it is claimed the higher risks of the swine flu occur at the late stages of pregnancy (the last three months of pregnancy), and they are advised to take the Pandemrix vaccine as it produces a sufficient amount of protection in your body after a single dose. In addition, children (aged between six months and five years) are the best objective for swine flu, but, babies under the age of six cant take the vaccine as it will show no response for adequate protection. A person who lives with someone who has a weak immune system as a result of being infected with a disease such as cancer or aids is strongly advised take the vaccination as he/she is more prone to The Swine attack. However, there are some people, but quite a few who are prohibited to take the swine flu vaccine. Firstly, the vaccine should not be given whatsoever to someone who had a brutal allergic reaction to the first dose of the vaccination. Secondly, the Pandemrix vaccine is prepared in hens eggs so those who have egg allergies or had breathing problems when taking egg products should not take the vaccine. Nevertheless, the Celvapan virus is not prepared in hens eggs therefore people who have egg allergies are obliged to take this vaccination. Conversely, there are some symptoms to the swine flue vaccinations. It is declared that there are no deaths or serious events that occurred from the vaccination. Side effects that might result after a swine flu immunization include: Tenderness, pain, redness, hardening of the skin, swelling and bruising. In addition, a vaccinated person might suffer from whole-body side effects that involve: Severe headaches, muscle pain, chills, queasiness, fever, and vomiting. However, experts came up with Adjuvant which is a substance added to a vaccine to improve its performance and make it more efficient in supporting the body in strong immune response. In addition, Tamiflu and Relenza are two major antiviral medications to suppress the effects of the swine flu, but not cure it completely. When a virus enters your body, it controls and manipulates healthy cells and orders them to make copies of themselves. Relenza acts on stopping the action of making copies of the virus from infected cells in the lungs. As a result, the process of spreading the virus in the body is slowed down and thus lessening the symptoms. The earlier you start taking Relenza (within 48 hours since the symptoms are felt in adults) the better it functions in protecting your body against The Swine. Tamiflu works the same way Relenza does in the body, although, Relenza concentrates on lessening the flu symptoms by one and a half days on average, while Tamiflu reduces the fly symptoms by up to two days on average. The Chamomile drink as believed by the Chinese has a similar composition to the Tamiflu antiviral medication but on the other hand has an even better effe ct and at a lower price. People with white masks are spotted everywhere lately, certainly in airports and other congested areas. Health officials say that facemasks can mislead people into thinking that theyre effective in protection against the swine flu. In reality, facemasks are only effective when they are worn in a correct manner and when they are changed on regular basis because facemasks can get damped from breathing, and thus more likely to catch viruses. People are depending a lot on facemasks that theyre getting less concerned with washing their hands more often. Moreover, the vaccination, antiviral medications are not the only ways to treat the swine flu or suppress its effects, there are several basic day-to-day things that people are advised to take for the sake of avoiding the swine flu as much as possible, these things involve: Washing your hands constantly, because you might have touched a contaminated surface, therefore keeping the hands clean will help you avoid the swine flu (remember to keep a hand sanitizer with you wherever you may go). Cough and sneeze in a manner to cover your mouth, this way you will not spread the virus to other uninfected people. Dispose used and dirty tissues. Clean the hard surfaces such as door handles more often and by using a suitable, and effective cleaning product. Avoid crowds and public transportations; this is the foremost important tasks to do if you want to avoid swine flu as it lessens the chance of being so close to someone and getting the swine flu as a result of that. If you cant avoid a certa in crowd try to follow the 6-foot-rule ; try to stand 6 feet away from a person who is coughing or sneezing. Visit your doctor straight away if you are experiencing any swine flu symptoms and they will give you the proper medications, antivirals and vaccinations specifically for your case. We should not waste our time in sitting back and listening to the news and media talking about how swine flu is very dangerous, risky and hopeless. Instead, we should put in more of this effort in developing natural immunity against the swine flu. We should have a healthier diet which majorly contains vitamins. Vitamins A and D like cod liver oil tends to give a great protection against such an infection. Moreover, vitamin c obtained from citrus drinks is a must for maintaining natural immunity If you catch the swine flu, do not panic! Contain the illness; take a good care of yourself, pamper yourself more often, drink plenty of water and other fluids, take a plenty of rest. Try coughing into the elbow of your hand to avoid passing your virus to others through hand shaking. Get rid off your dirty tissues yourself; dont let someone else do it for you! The media always claims that we live in an unsafe world and anything (like the swine flu) that throws us out of control invites pathogens (viruses and bacteria) to take over our body cells. But how shall we react depends on our logic and common sense not on the medias talk. The medias only main concern is to make a scary situation even worse than it really is. There are so many incidents that took place and proved the media wrong about how bad the swine flu is. Firstly, out of 2,000,000 people in the pilgrimage this year only 350 died and off course not all died out of The Swine Secondly, death cases are very rare and statistics show that worldwide every 1 in 4000 people die of swine flu. As a conclusion, I think that the swine flu is not as bad as the media says it is. Most companies are exaggerating about the fact that the swine flu is very dangerous just for the sake of money grab. People are not supposed to be tricked into believing that its dangerous because, by common sense, the symptoms are very clear and significant and once they are experiencing some of the symptoms all they are left to do is visit a health care professional, take the proper medications, antivirals, and try their best to minimize their contact with others. On the other hand, people should be aware of the fact that the swine flu is just like the regular seasonal influenza, and it can be simply avoided by maintaing good hygiene like washing their hands more often, and carrying a hand sanitizer or an alcohol based hand wash everywhere they go. People are wasting a lot of effort in thinking of the dangerous consequences of the swine flu; they should instead spend more time on trying to work on de veloping natural immunity against it. It is believed that those who catch the swine flu feel very dreadful when experiencing its symptoms, but most of them end up recovering with no problems and sometimes even without the aid of medical treatments. Summarise The Main Development Of A Child

Although the development of each child is unique to the individual, there are certain ‘milestones’ that need to be achieved before a child moves on to the next stage of its development. These milestones, or averages, are used to assess the development of an individual child, all the time recognizing that different children will reach these milestones at different times.There are five defined areas of development that can be observed during childhood and these are physical, intellectual, language, emotional and social development. I will look at these areas in turn, noting the average milestones that can be expected during the early years.PhysicalIn the first two years of life we see probably the most accelerated physical development in a child’s life. They move from being unable to hold their own head up to being able to walk and run with confidence.When a baby is born it will be very limited in its physical abilities, spending most of its time lying on its back. However by the end of 3 months a baby will begin to lift its own head, kick vigorously and follow the movement of its own hands. By 6 months it will be able to grasp objects, often trying to put them in its mouth. By one year most children will be moving either by rolling, shuffling or crawling (some will even be able to walk unaided by this time).In the second year there will be the further development of mobility skills such as jumping, walking up and down stairs and being able to throw and kick a ball, though they may still lack confidence in catching a ball.Between the ages of 3-5 a child’s physical development will have come on in leaps and bounds – literally! They will be able to run, jump, ride a tricycle, throw and catch a ball, balance, hop and move to music. Their  fine motor skills have developed to the point that their drawings will now resemble the subject.By the age of 8 they will have developed both physically and in confidence so that they will be abl e to jump from a height, ride a bicycle without the aid of stabilisers and will have grown in agility and coordination.IntellectualIn the early months of a new-borns life they will begin to focus on faces and, in time, reach and grasp for objects that are close by. By the time they are 9 months old they will enjoy simple games (such as peek-a-boo) and be amused by more complicated objects. By the end of their first year a child will have begun to imitate those around it and will also be aware of how people react to their moods.Pretend play becomes part of the child’s life by the age of two and will continue in complexity over the coming few years. By three their fine motor skills will have developed to the point where they can hold and control a pencil. Over the next two years their memory and concept of time will develop further and they will begin to recognize letters and numbers, being able to read simple words and count with confidence. For the most part, their inquisitiv eness will know no bounds resulting in numerous questions.From age 6-8 they will gain confidence in their numeracy, literacy and motor skills.LanguageCommunication for a 0-3 month old baby is limited to crying, gurgling and cooing. However over the following few months a baby will learn how to laugh and will begin to imitate sounds they hear. By the age of one they will have begun to understand and respond to simple instructions, and may be using simple words themselves. By the age of 2 a child may be using a limited number of words in speech, however they will understand a great many  more.Between the ages of 3 and 5 a child may experience some frustration in speech as they find it difficult to communicate exactly what they are meaning but they will continue to develop verbally and will become more inquisitive, asking questions and often understanding far more than they speak themselves.By the age of 8 a child will be able to converse at a much more mature level and will have a w ide vocabulary to draw upon.EmotionalThe first signs of emotional development are seen when a baby begins smiling at around 5-6 weeks old. They will often respond to the attention given to them by others with a smile and will enjoy the interaction of another’s voice. However in the second half of the first year a baby will begin to show a distinction between those people they know and those they don’t, often becoming distressed if the main caregiver is not within sight.By the time they are 3 they have become much more aware of their own feelings and why they feel a certain way. And by the age of 5 they are able to hide or control their own feelings and are beginning to understand others’ feelings.Between the ages of 6 and 8 years old a child may become more competitive and assertive. This can lead to more demanding behaviour.SocialFrom birth a baby will learn to adapt and respond to the people around them. They will show pleasure at interactions with others but will probably show a preference for their main caregivers. By the age of two they will enjoy playing with other children but, as with any other skill, they will need to learn how to socialise, for example, learning to share.Over the next few years a child will grow in confidence and will engage much more in social settings – making friends, taking turns and learning to negotiate. They will become much more aware of ‘self’ – their gender and culture – and will be developing a sense of right and wrong.Between the ages of 6 and 8 some children will become very sociable, forming many friendships, sometimes with one particular ‘best friend’, whilst others will step back from social situations, preferring to spend more time alone.Analyse key social, economic and environmental factors, which may influence developmentThe key social factor for any child that can affect its development, both positively and negatively, is that of relationships. A child in a loving and healthy relationship with a parent or primary caregiver will be more able to form healthy relationships with others; they will be in an environment where they can develop better social skills and be more self-confident.The National Scientific Council on the Developing Child (US) states that, â€Å"We have long known that interactions with parents, caregivers, and other adults are important in a child's life, but new evidence shows that these relationships actually shape brain circuits and lay the foundation for later developmental outcomes, from academic performance to mental health and interpersonal skills.† (Centre on the Developing Child, Harvard University: 1)There are a number of ways in which parents or significant caregivers can help to steer the course of a child's development. These include the way a child is nurtured, stimulated and modeled certain behaviours. For example having developed verbal skills will affect a child’s social develo pment. A child whose parents talk to them frequently will likely be better equipped to engage verbally with other children. Babies listen to their parents' conversations even before they can understand language and learn the basics of conversation before they begin speaking. Talking to a child frequently can encourage strong verbal skills, which, in turn, will encourage good social skills.Economic factors can also have a substantial bearing on a child’s development. Factors such as persistent poverty, inadequate house and poor nutrition can all have a detrimental affect on a child’s development.A study by Lisa Harker for Shelter in 2006 found that: ’Achild’shealthygrowthanddevelopmentaredependenton many factors, includingtheimmediateenvironmentin which they live. Research has demonstrated thatchildren’slife chances (the factors thataffecttheircurrent and future well-being) areaffectedbythe standard of their housing.’ (Harker, 2006 : 2) The s tudy goes on to outline the effects that poor housing can have on a child’s health, both mental and physical, education and life chances.Poor nutrition is another threat to a child’s continued development. Poor diet during early development (0-3yrs) can lead to learning and memory deficits, lower IQ and school achievement, and behavioural problems in childhood (Mcgregor, (1995), Lui et al, 2005 : 3). Children also require a varied environment in which to interact and explore. Actively engaging all of their senses stimulates brain cells and encourages growth. Therefore stimulation with appropriate toys and equipment in early childhood can have a significant impact on the child’s development.Describe children’s overall development needs.To progress in such a way that a child will reach the majority of their developmental milestones within a given timeframe a child needs, first and foremost, a positive loving relationship with a significant adult(s). This ad ult will provide for the basic physiological needs of the child (appropriate healthy nutrition, human touch and shelter), the safety needs of the child (keeping him/her safe from dangers in the immediate environment, safe from abusive relationships and making sure the child has access to appropriate health care) and the social needs of the child (unconditional love, room to explore and play and interact with other children and adults and giving them a sense of a place to belong). These foundational building blocks, which the significant adult puts in place in a child’s life, pave the way for a child to be able to develop further in all five of the defined areas of development.

Impact of video games on children Essay

Video games have been available to consumers for the last 30 years. They are a unique form of entertainment, because they encourage players to become a part of the game’s script. Today’s sophisticated video games require players to pay constant attention to the game, rather than passively watching a movie. This has both positive and negative impacts on players. Several studies have been published that explore these impacts on today’s children. Most people this day and age grow up with technology. But now days what people see in the media about children being obese or not social. The media and physical fitness experts always express, the youth this day never go out and play and get about sixty minutes of play a day. This means exercise. I for one think video games isn’t the problem. With children being overweight, video games aren’t always filled with violet’s, there are games that teach you to work as a team with someone you’ve never meet. Even learning sportsmanship which I believe should be learned at a young age. Because facing the realities that you can’t always win there are going to be some people that are better and that you should encourage yourself to become better not just at video games life in general. Within the media they say kids need to go out and play. I think that’s true so what they need to do now a days with games is make it so kids get tired of the games after a while. That way they should try to lean toward making children wanting to go outside. When I was growing up in the 1980s video games where just starting to catch on. All the kids had to have the latest games or â€Å"Gameboys† ext. I remember we would try to find ways to make our parents let use stay inside and play. I believe it hindered me once I got older and wanted to play sports. I was so out of shape then it all came back to me I was hardly active when I was younger. Right now Approximately 17% (or 12. 5 million) of children and adolescents aged 2—19 years are obese. The studies show by kids not eating healthy or even from going outside to play. There are just so many reasons why children are so badly obese. I know video game’s is one of the biggest reason for are youth to being so heavy. Kids rather stay inside being on their video game consoles. I know it’s crazy to say but I believe that it has to do with the area kids are raised. Let’s say you are in a bad neighborhood. Where you know it’s not safe to be outside I know I would want my child to stay indoors so I know that he or she is safe. But I know my child would want to be entertained lots of people know young kids lose their interest in things after time. Which is understandable.

By so doing, members and the organisation become learning organisations, because this create dialogue, debate, problem solving skills, communication, buy-in and a win-win combination to all parties. 2. Performance Management System The purpose of Performance Management systems for organisations is to measure the achievement and performance of both individuals and the organisation as a whole. The PSN has already implemented a PMS at Offices, Ministries, Agencies and Regional Councils.A Performance Management System can only â€Å"survive† if all staff members are committed, trained and have the culture to effectively implement such a system. The advantages are enormous of which individual as well as organisational goals are met at the e nd of the day. The effective implementation of a PMS for the OPM will indeed contribute to effective and efficient customer needs and satisfaction levels. 3. Total Quality Management Total Quality Management is an area which has been neglected in the past by the Public Service of Namibia (PSN).As an example, all secretaries, institutional workers, drivers and courier’s individual performance plans are integrated and aligned to the Strategic Plan of the OPM for the support and attainment of corporate functions. 2. 2. 4 Team Learning; Team learning involves relevant thinking skills that enable groups of people to develop intelligence and an ability that is greater than the sum of individual members’ talents. As an example, team meetings are conducted during Annual Management Strategic formulation and development sessions by all team unit members.This indeed creates team learning, because all ideas, inputs and strategies being formulated are considered and the best are in corporated in respective plans. By so doing, all team members are buy-in and all sub-units contribute to the achievement of the overall goal and objectives of the OPM. 2. 2. 5 Systems Thinking: Systems thinking involve a way of thinking about, and a language for describing and understanding forces and interrelationships that shape the behaviour of systems.It helps managers and employees alike to see how to change systems more effectively and to act more in tune with the larger processes of the natural and economic world. For example, all unit members of the OPM were involved with the formulation and /or review of their business re-engineering processes. These business processes, such as the recruitment process, were amended to consider and improve time, manpower needs, costs and approval authorities in order to improve, integrate and streamline such processes to the betterment of the OPM.Through this process, policies, structure and budgets were identified for further amendment and alignment to the organisations systems and strategic plans. System thinking also involves the identification of appropriate systems that should be upgraded, such as an appropriate Human Resources Information Management System in order to accommodate personal particulars, performance appraisals, rewards and salary increments to mention a few. 4 3. The under-mentioned interventions are recommended for the Permanent Secretary (PS) of the Office of the Prime Minister (OPM): 3. That the OPM’s Strategic Plan be amended to incorporate a goal: â€Å"Creating a Learning Organisation by 2015†, and objectives with strategies or initiatives, as spelled out below, be included. 3. 2 That the following strategies/interventions be considered: (a) That all management cadre and managers/supervisors be included in the review of the Annual Management Plan of the OPM on a yearly basis. This will allow for buy-in, developing of intellectual stimulating, argumentation and strategy formulatio n for the respective tactical, operational and individual plans of the units. b) That the same team retreat to review, amend and/or formulate all business re-engineering processes of the OPM. This will allow for team building, building a sense of commitment system thinking and creating mental models based on reflecting of where the units are and where they want to be in terms of business processes. (c) That a Training needs assessment be conducted by the training components in order to identify competency, skills and behavioural deficiencies. This will enable the OPM to identify and ectify these deficiencies and also to build capacity in the OPM and Public Service of Namibia. (PSN) (d) That staff members be identified and trained as mentors and coaches to affect mentorship programmes in the OPM and to become coaches in their respective units. This will enable transfer of knowledge, skills and change in behaviours of staff. Further that mentors and coaching will contribute to persona l mastery of individual needs and objectives with OPM’s objectives. e) That units should developed in-service –training programmes in areas of identified deficiencies, such as policy formulation, disciplinary procedures, recruitment and placement, etc. This will contribute to capacity building and attention to day-to-day deficiencies in the work place. It will allow for cross cultural and unit team building and problem solving issues. (f) That the training budget be utilised to accommodate for short courses and leadership/ management development for individuals, teams and the broader organisation.This will indeed contribute a link between individual and organisational goal achievement, capacity building, inputs, innovation and team learning. (g) That as part of career development, managers be transferred, every five years to new posts. Further, that job rotation and job enlargement is implemented in job descriptions to stretch the work and employee capacities for devel opment of prospective staff members to higher posts as part of the succession plan of the OPM. 5 (h) That a Bursary Scheme be created to allow staff members to study in identified fields where capacity is needed in the OPM.This will assist the OPM in skills shortages and to develop capacity of staff and the organisation. (i) That focus groups, tasks teams and committees be created as a stimulus for ideas, problem solving, creating of new innovations in the fields of disaster management, employment creation and measures to retention staff members at the OPM. (j) That a more generative learning approach be adopted by the OPM, whereby staff has the opportunity to take risks, make mistakes, reflect on their decisions they had taken and change their behaviours accordingly. 3. 3. Conclusion:The OPM, as well as any organisation are facing constant challenges in the creation of themselves to become a learning organisation. The creation of a learning organisation is not a short term strategy and cannot be done overnight, but should rather be long-termed focused and be part of any strategic plan of a given enterprise. In its guest to become a learning organisation, the Public Service of Namibia and the OPM are facing the problem to be used as a springboard to obtain relevant experience and qualifications, where after staff members resign to look for greener pastures.The organisational interventions that were recommended will definitely assist the OPM to become a more effective learning organisation in the near future. 1. 2 Performance Management 1. 2. 1 The following definitions are postulated: (a) Performance management is the process of creating a work environment or setting in which people are enabled to perform to the best of their abilities. Performance management is a whole work system that begins when a job is defined as needed. It ends when an employee leaves your organization†. (www. humanresources. about. com ,cited 6/10/2012) b) Performance means:† the act or process of performing or carrying out†. (Oxford Dictionary, page 885) (c) â€Å"An assessment of an employee, process, equipment or other factor to gauge progress toward predetermined goals† (www. businessdictionary. com,cited 6/10/2012) (d) The students own definition is: â€Å"Performance management is a management system, used by managers, to appraise employees with relation to goal achievement, corrective measures to be implemented and identifying future knowledge, skills and behaviours to improve performance of people†. 6 1. 2. What are the challenges with regard to a Performance Management System (PMS)? The challenges are: (a) Line managers are not always totally committed to the implementation processes of the PMS. (b) It requires total commitment from top management, management cadres, line managers, supervisors, performance champions and staff members. (c) It requires a mind shift to a new performance culture. (d) It is an integrated approac h that links to Directives, Rules, and Regulations.(e) It identifies and needs coaching, mentoring, training and in-service training programmes. f) It provides for an integrated budget approach. (g) Performance champions and drivers should be identified and trained. (h) PMDS Moderating Committees should be established to monitor, evaluate and provide corrective actions. (i) It is time consuming to conduct performance appraisals and keep records of performance and behaviours of employees. (j) It should be benchmark with other organisations to effect total quality management and to keep abreast with latest developments and performance management computerized systems. 1. 2. What are the benefits of a Performance Management System? The benefits are: (a) To generate information that supports other human resources activities, i. e. recruitment and selection, rewards and special treatment, disciplinary and grievances,HIV/AIDS and wellbeing, bursary, training and development to mention a fe w. (b) It serves as a two way communication channel between line managers and staff members through which clarity is obtained regarding the achievement of goals and objectives and what each party expects from the other. 7 c) It helps to clarify job descriptions, organisational goals and objectives. (d) It is a long term (continuous) process in which performance improves over time. (e) It relies on consensus and cooperation between employer and employee, rather than control or coercion. (f) It requires a management style which is open and honest and encourages two-way communication and constant feedback on level of staff members’ performances. (g) It assists managers and staff members to measure and assess performance against jointly agreed objectives, standards and key performance indicators. h) It contributes to organisational learning, organisational renewal and total quality management and to the achievement of Vision 2030 of Namibia. 1. 2. 4 The under-mentioned interventi ons are recommended for the Permanent Secretary (PS) of the OPM: (a) The PSN should establish and operationalized a PMS, based on the Balance Score card approach of Dr’s Kaplan and Norton. To do this, a PMS Policy framework and guiding manual for staff members should be compiled and linked to the Public Service Act, Act No. 13 of 1995.(b) In order to roll-out the PMS, the following sub-interventions are needed: 1) Strategic Plans need to be developed and explained to all staff members in order to get buy-in and change mind sets of public servants. (2) Strategic Plans should be cascaded to tactical, operational and group/individual performance plans and performance contracts to legalise and create accountability for the achievement or non- achievement of organisational goals, objectives and activities. (3) Strategic Plans should be supplemented by structural changes, job analysis, manpower planning to effectively integrate PMS with other main and sub-systems of the PSN. 4) The PMS should be market through a vision, mission, values, communication and training strategy. To this performance champions should be identified, trained and use to train –the –trainer in Offices, Ministries, Agencies and Regional Councils (OMARC’s). Training interventions should be develop to train ministers, permanent secretaries and management cadres to obtain buy-in and commitment. (5) Different committees should be established to oversee the implementation, monitoring, evaluation, corrective action, appeal procedures and reward systems of the PSN.To this, a PMS Management Committee, a PMS Working Committee and a PMS Training and Champion Committee should be established to effect implementation with terms of references. 8 (6) In order for PMS to be effectively and efficiently implemented, it should be rolled-out as a project. To this J. P. Kotter’s Eight- Step model is recommended to implement the PMS as a change management initiative. (Robbins & Judge, 2011). Refer to Appendix: A- a presentation which was given by Group 2. (c) Performance Agreements or Packs should be compiled and sign-off between the supervisors and staff member. d) Job profiles or descriptions should be compiled and attached to performance agreements. These two elements display the incumbent position to what is required, whereby the performance agreement emphasized the goals and objectives that need to be achieved by the individual or group. (e) The Disciplinary Policy should be amended to cater for under performers and staff who fail to perform at all. (f) Rewards, both intrinsic and extrinsic should form part of the PMS Policy framework. (g) The appraisal procedure, assessment marks and template to enter performance data should form part of the PMS Operational Manual. h) Recognition to staff should be given, annually, on the 23 June of each year, to coincide with the celebration of Africa Public Service Day. (i) A budget vote should be given to OMARCâ⠂¬â„¢s to cater for financial expenses. (j) The appraisal of staff should be conducted on a quarterly basis. (k) OMARC’s should submit a performance report to the OPM on an annual basis as part of their Annual Report on their respective performances. 1. 2. 5. Conclusion: It is the opinion of the student that the OPM and any organisation should have a PMS system to track performances of people against those objectives in their performance contracts.The PMS system will not only contribute to performance per se, but will encourage open communication, feedback, problem solving issues which inter alia contribute to organisational learning and a system of total quality management. The effective implementation of a PMS for the OPM will indeed contribute to effective and efficient customer needs and satisfaction levels. 9 3. Total Quality Management 3. 1 Introduction: Total Quality Management (TQM) has started in the USA in the mid-1970’s. Philip Crosby, one of the founders of TQM claimed that over 90% of TQM initiatives failed.Studies in European countries found a failure rate of 70% or more. The reason for this is that managers experience problems how to manage the change process in implementing a total TQM system. (Burnes, 2009). TQM exceeds the product quality approach, involves all employees in the organisation and encompasses all functions, i. e. administration, communications, distribution, manufacturing, marketing, planning, training, etc. (www. businessdictionary. com ,cited 2012) 3. 2 The following definitions are postulated: a) TQM can be defined: â€Å"as an executive commitment to a management culture which fosters the improvement of quality of all activities and products via the prioritisation of quality plus companywide organisational development and training†. (Hill, 2011). (b) â€Å"Total Quality Management or TQM is an integrative philosophy of management for continuously improving the quality of products and processes†. ( www. wikipedia. com ,cited 2012) (c) â€Å"TQM is an improvement program which provides tools and techniques for continuous improvement based on facts and analysis; and if properly implemented, it avoids counterproductive organisational infighting†. www. acounting4management. com/total _quality management. htm, 2012). 3. 3 The meaning of Total QualityManagement: TQM has different meanings that include the following features: (a) The commitment and direct involvement of the highest-level executives in setting quality goals and policies, allocation of resources, and monitoring of results. (b) Realisation that transforming and organisation means fundamental changes in basic beliefs and practises and that this transformation is everyone’s job. (c) Building quality into products and practices right from the beginning. d) Understanding of the changing needs of the internal and external customers, stakeholders, and satisfying them in a cost effective manner. 10 (e) Institutin g leadership in place of mere supervision so that every individual performs in the best possible manner to improve quality and productivity, thereby reducing total cost. (f) Eliminating barriers between people and departments so that they work as teams to achieve common objectives. (g) Instituting flexible programs for training and education, and providing meaningful 3. 4 The advantages and disadvantages of Total Quality Management: .4. 1 The advantages are: (a) Lower costs. â€Å"TQM lower costs throughout the business infrastructure and organisation. Because it is an all-encompassing quality management programme, TQM helps different departments to communicate their needs, problems and desires with each other, so that workable solutions can be found that will help the organisation cut costs throughout the supply chain, distribution chain, shipping and receiving, accounting and management departments without losing productivity or the ability to operate rapidly in the face of chang e. (www. ehow. com ,cited 7/10/2012) (b) Improved Reputation. â€Å"TQM has the advantage of improving corporate as well as product reputations in the marketplace, because errors and defective products are discovered much more rapidly than other a non-TQM system, and often before they are ever sent to market or found in the hands of public†. (www. ehow. om ,cited 7/10/2012) (d) Quality control inspectors. â€Å"Inspectors will ensure that the products and services meet the requirements and standards of the client and organisation, which indeed contribute to better service delivery†. 3. 4. 2 The disadvantages are: (a) Resistance to change. † Workers may feel that their jobs or occupations within the company are at risks under a comprehensive TQM program, and as a result, they may be slow or resist ant to making the necessary changes for the TQM to work properly.In addition, skilled workers may be lost as they decide to leave because of their unease at the direction that things are headed within the company, or they may not implement things properly, costing increase cost†. The high cost of implementing a TQM program, and the fact that it may take several years for the program to be fully implemented before results and benefits are seen, can be a huge disadvantage to a TQM program, especially in today’s uncertain economic conditions.TQM should be considered a long-term investment†. (www. ehow. com ,cited 7/10/2012) 3. 5 The under-mentioned interventions are recommended for the Permanent Secretary (PS) of the OPM: The Total Quality Management System is highly re commended for the Public Service due to the following reasons: (a) The PSN needs an instrument which can measure products (i. e. annual reports, speeches, etc. and services(i. e. Health, identity cards, Namibian passports, birth and death certificates, vehicle fleet services, maintenance and fuel consumption, the return on investment of training ) to improve service delivery clients, customers and the public at large. (b) Total Quality Management will ensure the minimisation of wastage. (c) TQM will contribute to effective and efficient service delivery to internal and external clients, and especially to the Presidents Office, Prime Minister, and cabinet. d) TQM will ensure that the food donated to crisis areas, such as Katima Mulilo and Oshikoto Region, during the extreme rainy seasons as well as drought relief programmes, be monitored and/or not get rotten. (e)TQM will contribute to team building and cross functional interaction, problem solving and sound debate between Offices, M inistries, Agencies and Regional Councils (OMASRC’s). (f) It will ensure that product and services could be branded which in turn will have a positive impact on the OMASRC’s and government as a whole. g) It will create stimulus to team work, higher sensitivity levels, greater responsibilities and even empowerment of staff members in the execution of this specific function. It may also make staff members proud to see the end results of product and services in which they were directly involved in. (h) It will force the OPM to set standards and requirements for products and services which will eventually lead to the creation of Namibia’s own government brand, such as the SABS standards. (i) It will create further employment of specialist as inspectors that will not only be utilised for inspection of such products and services, but can also 2 be incorporated in a Department of Inspectorate for the Public Service of Namibia. Such a Department doesn’t exist and need serious consideration. (j) As with resistance to change, it’s recommended that Kotter’s eight step plan be followed, as indicated in Appendix: A. (k) That a vote is created and the Ministry of Finance be assigned to allocated funds for the implementation of TQM in the PSN. (l) That the OPM, Ministry of Defence, Ministry of Transport and Communications be used as pilot ministries in the first two years during roll-out of the project. 3. 6.Conclusion: The PSN and the government need a quality software system to evaluate its products and services. There is a public outcry that the PSN and Government should improve customer satisfaction by bringing their services to the public and that they should change. It’s the opinion of the student that TQM, as a management tool will provide for such a measurement in order to provide effective and efficient service delivery to clients, customers and stakeholders. TQM will significantly help to improve the standard and mea surement of performance management in the PSN. . Six Sigma: 4. 1 Introduction: The originator of the Six Sigma concept was Bill Smith in 1986. Quality improvement controls, such as TQM, were used to pioneer this concept. Six Sigma is the process of eliminating and perfect data entry. This concept is based on project methodologies used to strengthen performance levels, according to www. insigma. com. In 2006, Motorola issued a press release stating that they had $17 billion saved from Six Sigma†. (www. ehow. com ,cited 7/10/2012)4. 2 Definition: a) The project definition of TQM is defined as;† Six Sigma projects have clearly defined deliverables, are management approved, are not so big that they’re unmanageable and not so little that they’re unimportant or uninteresting, and relate directly to the organisation,s mission, according to www. isixsigma. com†. (www. ehow. com ,cited 7/10/2012) 13 4. 3 Advantages and disadvantages of six sigma: 4. 3. 1 The a dvantages are: (a) â€Å"The advantage is that Six Sigma is a quality standard that establishes a goal of no more than3. 4 defects per million units or procedures â€Å". b) â€Å"Six Sigma aims to maximize customer satisfaction and minimize defects†. (c) â€Å"Six Sigma is a tool that if used correctly, can identify key areas of business processes that need attention to lower effect rates. One of the greatest advantages is that all the measured improvements achieved through this technique can be directly converted into financial results†. (d) â€Å"Research proves that firms that successfully implement Six Sigma perform better in virtually every business category, including return on sales, return on investment, employment growth and stock value growth†.Source: (www. ehow. com , cited 7/10/2012). 4. 3. 1 The disadvantages are: (a) The eventual costs to implement Six Sigma are very high. To this, Becthel Corporation in the USA has spent USD 30 million to imple ment Six Sigma. (b) According to a quality expert, Joseph M. Duran, Six Sigma is described as â€Å"a basic version of quality improvement† stating that â€Å"there is nothing new there†¦they have adopted more flamboyant terms, like belts with different colors† Source: (Integrating Organisational Development and Six Sigma. Recommendations to the Permanent Secretary: (a) Six Sigma should not be implemented in the Public Service of Namibia in the short to medium term, but it should be considered whether the Namibia Defence Force can do research and conduct a feasibility study to determine the viability of Six Sigma for the PSN. Research indicated that the United States of America has introduced it in their Navy with success. Source: www. accounting4management. com, 2012). (b) The TQM intervention should be given first priority in OMASRC’s, before Six Sigma is considered in the PSN. c) It is further recommended that financial and manpower be a llocated to conduct such a feasibility study and that the Ministry of Finance release funds and a vote to source this research. 14 (d) The above should be carried out according to project management principles and procedures. (e) The feasibility study should be submitted, after presentation to the Permanent Secretaries meeting on 30 June 2013. During this meeting it can further be recommended whether Six Sigma should be introduced and be roll-out to the PSN. 4. 5 Conclusions:Although Six Sigma is widely used, especially in the USA and Europe, no evidence could be found that Namibia is using it currently. This may be, because it is not cost effective and/or there is not yet a market for it. It is strongly recommended that the NDF, especially the Navy should conduct a research and feasibility study to determine whether it is viable for Namibia and if the Defence Force may benefit in the long run.
